Four Core Resources

The Opportunity To Learn (OTL) frame is focused on ensuring that all students have access to the four core resources needed to provide a fair and substantive Opportunity To Learn. Research clearly indicates that performance outcomes are higher and more equitable when a child has access to:
- High-quality early childhood education – Every student, regardless of race or social status, needs access to a high-quality early childhood education program. Research demonstrates the clear benefits to students, communities, and society when we provide high-quality pre-school programs to all children.
- Highly prepared and effective teachers – Studies show that access to a highly effective teacher—one who has strong content and pedagogy expertise and classroom experience—has a tremendous impact on student achievement and outcomes. If we are to ensure student success, particularly for those students in historically disadvantaged schools, we must make sure that a highly effective teacher leads every classroom.
- College preparatory curriculum for all students – A college preparatory curriculum prepares students to thrive in college, work, and in their community. If we are to provide every student an opportunity to succeed, we must first ensure that every high school, regardless of zip code, provides a college-preparatory curriculum, including the arts and physical education.
- Equitable instructional materials – Students flourish when they have access to the latest books, technology, and learning tools. Education researchers and economists agree that certain instructional resources—including technology and learning tools as well as books—show a high correlation with positive student outcomes. Therefore, it is vital that all classrooms are equipped with the instructional resources necessary to improve both teaching and learning.
